- No collections or charge offs related to housing, water, sewer, garbage, electric, gas, heating oil, phone, cable TV, or internet payments
- No more than 4 other collections and charge offs combined
- Total amount of outstanding bad debts, collections and charge offs combined cannot be more than $5000
- Monthly payments of all current debts cannot be more than 30% of the monthly gross income
