As a tenant you are responsible for Electric (directly in your name) Gas (based on square footage averaging around $50-60 month for 2 bedroom) and a flat fee of $35 for trash.
Radiator heating, you will need a window AC unit for air conditioning.
Owner pays water/trash and gas (Stoeve and Heating).
USInternet is connected and available as a provider for internet.
