To be eligible for consideration, minimum annual income must be $68,342
Maximum annual income is by household size: 3 people - $76,125, 4 people - $84,583, 5 people - $91,349 or 6 people - $98,115
The following criteria will result in Program ineligibility: 
$3,600 or more in total delinquent debt owed to previous landlords and utility providers within the last 7 years 
Conviction for the manufacture of illegal drugs 
Conviction or court judgment for conduct that threatened the health, safety, or property of others in the last 3 years 
Credit score below 520* 
Eviction within the past 2 years 
Felony sex records in the last 7 years 
Misdemeanor drug records in the last 2 years
